Both Lok Sabha and Rajya Sabha was prorogued by the President of India Pranab Mukhrjee on 10 September 2013. Lok Sabha (Lower House of the Parliament) was adjourned sine die on 6 September 2013 and Rajya sabha (Upper House of the Parliament) was adjourned sine die on 7 September 2013.
During monsoon session, the landmark Food Security and Land Acquisition Bill, Pension Fund Regulatory and Development Authority Bill, Companies Bill, SEBI Bill, Waqf Board (Amendment) Bill, Parliament (Prevention of Disqualification) Amendment Bill and Representation of the People (Amendment and Validation) Bill, were passed by both the Houses of the Parliament.
About sine die
• Termination of a sitting of the House (either Lok Sabha or Rajya Sabha), without any definite date being fixed for the next sitting
• The Speaker shall determine the time when a sitting of the House shall be adjourned sine die or to a particular day, or to an hour or part of the same day
• Provided that the Speaker may, if he/she thinks fit, call a sitting of the House before the date or time to which it has been adjourned or at any time after the House has been adjourned sine die.
About Adjournment of the sitting of the House
• Termination of the sitting of the House, which meets again at the time appointed for the next sitting.
About Prorogue
Prorogue is the termination of a session of Rajya Sabha or Lok Sabha by an order made by the President. According to article 85(2) the Constitution of India, the President may from time to time prorogue the Houses or either House.
