India, China to sign border pact during Manmohan Singh s visit

As Prime Minister Manmohan Singh travels to China on 22nd October on what may be his last visit to Beijing before he steps down, both nations are focusing on a new pact to help manage contentious border disputes. The two nations are expected to sign a Border Defence Cooperation Agreement in Beijing.

The agreement — a direct fallout of the Depsang Bulge incursion by Chinese troops in April — is expected to lay out a set of procedures to be followed by both sides to ensure a more peaceful and predictable border. This week, the Cabinet Committee on Security (CCS) is expected to discuss the pact and clear the draft. Indian and Chinese officials have worked on several versions of the draft. 

On the Chinese side, the main negotiators have been the People's Liberation Army (PLA), while Gautam Bambawale, Joint Secretary in MEA, has led the talks from the Indian side. In Beijing, the PM is expected to hold talks with his counterpart Li Keqiang and president Xi Jinping. A statement by MEA said he would also meet Zhang Dejiang, chairman of the National People's Congress.
