External Affairs Minister Salman Khurshid will head the Indian delegation at the Commonwealth Heads of Governments Meeting (CHOGM) at Colombo from 15th of this month. Prime Minister Dr. Manmohan Singh today wrote a to Sri Lankan President Mahinda Rajapaksa and said he is unable to attend the summit personally. The letter was delivered by the Indian Mission in Colombo to Rajapaksa.
Political parties in Tamil Nadu and several other outfits have opposed New Delhi's participation in the CHOGM meet alleging that the Sri Lankan government had committed gross violation of human rights and had no plans to devolve powers to the ethnic Tamils.
