Developed countries could commit in the range of US $ 20-30 billion'

The developed countries have pledged to provide US $ 100 billion annually starting 2020, but have so far refused to put forth either an interim target or provide a time-line or transparent process to account for their contributions.

There is a likelihood that Ministers from the developed countries could commit in the range of US $ 20-30 billion when they meet starting Tuesday, an Indian negotiator at Warsaw projected, saying such a commitment could alter the weather at the climate talks, which has so far been gloomy.
Speaking off the record, he suggested that some developed countries seemed ready to pledge funds for the short-term but were possibly waiting for some indications from the US on how it would move.
But contrasting with this, the executive-secretary of the UN Framework Convention on Climate Change, speaking at a press conference said, “This is not a pledging moment for the green climate fund." The developed countries have pledged to provide US $ 100 billion annually starting 2020, but have so far refused to put forth either an interim target or to provide a time-line or transparent process to account for their contributions.
The Indian negotiator said, “There is no surety about private investment going to which particular country on what quantum. Even now, they are talking about a level playing field. You are trying to say that you have to create enabling environment in the developing countries. What is the enabling environment? Is there any definition of it? It is just a diversionary tactic to put the discussion away from public funding. According to the principles of the convention, it is public funding which has to address the climate change.”
He was referring to the position which major developed country blocks have taken prior to and at the Warsaw meeting that most of these funds must come from private investments and not as transfers between governments.
The proposed decision for the UN countries to adopt at the Warsaw talks, brought out on Monday morning, did not reflect such a timeline for provision of finance either and is likely to face harsh resistance from the developing countries under the G77+China umbrella who have made deliverance of a finance time line essential to the successful adoption of a package of decision by the end of the week.
The negotiator added, “In this Conference of Parties we have been looking for implementation of past decisions. We have had decisions on ratification of Kyoto Protocol, which is enhanced ambition on mitigation. We have had decisions on adaptation and we have had decisions on finance that we will have about USD 100 billion. There has to be some kind of roadmap for these. So we are looking for all these decisions to be implemented at Warsaw but these commitments on the part of developed countries have not come. No picture has emerged at the negotiators level.”
But he said he predicted things changing when the Ministers come together on the issue, which the Polish hosts have arranged a separate round of high-level dialogue on, during the week.

BrahMos successfully penetrates hardened targets in Army test

The Army on Monday successfully test-fired an advanced version of the 290-km range BrahMos supersonic cruise missile which penetrated and destroyed a "hardened target" in the Pokhran firing range in Rajasthan.
"The Block III variant of BrahMos with deep penetration capability is fitted with a new guidance system and the launch by the Army has successfully validated the deep penetration capability of the supersonic cruise missile system against hardened targets," BrahMos officials said here.
"The missile system was successfully test fired by the Indian Army at the Pokhran test range in Rajasthan at 1055 hours," they said. The missile after launch "followed the predetermined trajectory and successfully pierced the designated concrete structure at bull’s eye owing to sheer velocity of the missile."
The test-firing was witnessed by local Corps Commander Lt Gen Amit Sharma, who along with other senior officers congratulated the operational Army team for the successful launch.
The Block III variant of land-attack BrahMos has already showcased its supersonic steep dive with precision strike capability in mountain operations.
The Army has inducted two regiments of the missile in its arsenal, while the third regiment induction is in progress. The 290-km BrahMos flies at a speed of 2.8 Mach and carries a conventional warhead of up to 300 kg.
The missile can be launched from multiple platforms including land, sea, sub-sea and air. Both the Army and Navy have already inducted the missile in service, while the air-version of the weapon is scheduled to be flight tested by the IAF soon

India made an average 15 user data requests a day to Google

India is next to only the U.S., which made 66 requests a day on an average

In signs of growing Internet snooping by the enforcement authorities, India made an average about 15 requests per day to Google to access personal web details of users during January-June this year.
In terms of the number of requests for web user details during the first half of 2013, India is next to only the U.S., which made 66 requests a day on an average — the highest for any country, as per Google’s latest Transparency Report.
The U.S. made a total of 10,918 such requests to Google during January-June 2013, followed by India’s 2,691, Germany’s 2,311, France’s 2,011 and the UK’s 1,274 and Brazil’s 1,239 in nation’s, which made over a 1,000 user data requests.
Total requests rose by 24 per cent to 25,879 in the first half of this year from 20,938 in the year-ago period. Compared to July-December 2012 it was up 21 per cent. The search engine giant had received 21,389 requests from governments during the period.
In case of India, the number of user data requests rose by 16 per cent to 2,691 in January-June this year from 2,319 in the same period in 2012. Compared to July-December 2012 (2,431 requests) such requests were up by 11 per cent. The number of user accounts associated with such requests rose from 4,106 in the second half of 2012 to 4,161 in January-June 2013. The user accounts stood at 3,467 in the first six months of 2012.
Google publishes data for requests about user details, as also for removal of content on its various platforms, including search, images and YouTube, on a six-month basis.

Rapid Metro-India's First Private Metro service started operation from Gurgaon, Haryana

Rapid MetroRapid Metro-India's First Private Metro service started operation from Gurgaon, Haryana on 14 November 2013. Rapid Metro is India's first fully privately financed Metro system connecting NH-8 to Delhi Metro via Cyber City, Gurgaon.

Rapid Metro, with an elevated route and six stations with a frequency of every four minutes, can carry 800 passengers in each trip. The 5.1 km long route covers six stations-Sikanderpur, Phase-2, Belvedere Towers, Cyber City, Moulsari Avenue and Phase 3. The Rapid Metro is using a common ticketing system with Delhi Metro.

The launch of Rapid Metro Gurgaon will boost connectivity within Cyber City, which is the corporate and the retail hub of Gurgaon -nearly one lakh people work or visit the hub each day.

About Rapid Metro Rail System

Rapid Metro is a metro rail system in the Indian city of Gurgaon, Haryana, linked with the Delhi Metro system's Yellow Line.  Built and operated by Rapid MetroRail Gurgaon Limited (RMGL), the system is India's first fully privately financed metro.

It was built at a cost of 1100 crore rupees and construction was completed in 30 months. Originally planned to open in 2012, the first phase of the system opened on 14 November 2013.

The Rapid Metro is the country’s first metro service to built on the public-private partnership model. The Haryana Urban Development Authority (HUDA) provided the land and the infrastructure was built by Rapid Metro, a partnership between IL&FS and construction major DLF. The project has been leased to Rapid Metro for 99 years.

Redek Stepanek clinched Davis Cup for Czech Republic

Davis Cup title 2013The Czech Republic on 17 November 2013 defended the Davis Cup title 2013 after Redek Stepanek defeated the Serbian Dusan Lajovic 6-3, 6-1, 6-1 in the fifth rubber of the final by BNP Paribas Final in Belgrade. With the win Stepanek handed the win too Czech Republic 3-2. 

With this win, Stepanek became the third player in the history to win Two Davis Cup Finals live fifth singles rubbers. He is also the first man to do so on consecutive occasions after bypassing Serbian youngster Dusan Lajovic for the loss of just five games.

In 2012, he defeated Nicolas Almagro in the fifth rubber of the 100th Final in Prague. Only France’s Henri Cochet (1927, 1929 and 1931) and Britain’s Fred Perry (1933, 1936) have won two Davis Cup Final live fifth singles rubbers before - Radek Stepanek.

Saudis world's biggest Tweeters, India at 21st position

In an unexpected finding, Saudis have emerged as the world's largest active Twitter users, while Indians ranked 21st among the lowest tweeters on the microblogging site, according to new research.
According to PeerReach, one-third or 32 per cent of the Saudi's online population are active monthly Twitter users. However, countries such as India, Nigeria and Germany seem to have very little to tweet with only one per cent active Twitter users in each nation.
The study considers active Twitter users to be those who tweet, rather than Twitter's metric of those who log in to the service, 'Mashable' reported. Interestingly, US, the home of the microblogging platform, ranks eighth on the list.
The top five countries are non English speaking nations, with Saudi Arabia having over 32 per cent active twitter users, PeerReach said on its website. Saudi and Indonesia are two countries known for the fact that most internet users don't have a PC, but access the internet through mobile.
"Our graph with Twitter penetration numbers clearly shows a number of green fields for Twitter. In big countries like Nigeria, Germany and India Twitter usage is still low," the study said.
China is not listed because Twitter is banned from China and therefore the Chinese microblogging platform Weibo has no competition. "Twitter users are young, on average 24 years. The average male is 26 years old, the average female 22 years old. Teenagers dominate Twitter. Only 20 per cent of the tweeps are older than 30," according to the study.

BSE to set up its back-up centre in Hyd soon

In times of crisis, Asia’s oldest exchange BSE Ltd (formerly Bombay Stock Exchange) will soon be banking on Hyderabad, which will house the stock exchange’s second back-up site in the country. The BSE disaster recovery centre, coming up in the financial district at Gachibowli at a cost of over Rs 100 crore, is set to be operational by mid 2014. 
    “We are setting up a disaster recovery site at Gachibowli. The new building has been under construction for the last two years and we expect to launch it in the first or second quarter of 2014. The centre will be a complete replica of the entire trading system at BSE in Mumbai. In fact, on many days, BSE will be operated out of the Hyderabad centre as per the Securities and Exchange Board of India (Sebi) regulations,” BSE Ltd managing director and chief executive officer Ashishkumar Chauhan said on the sidelines of the ‘Business Orientation Program (BOP) – 2013’ at the Institute of Management Technology, Hyderabad. 
    He said the current backup site of BSE was 50 km away from the main building in Navi Mumbai but as the site falls in a seismic zone, the need was felt to create another backup site in a relatively safer zone. 
    BSE has invested over Rs 100 crore in its second disaster recovery site at Hyderabad and in the initial stages will employ around 30-40 people, he said. “This is part of the cyber security framework of the government, under which all the important economic institutions are building such alternative sites across the country,” the BSE head explained. 
    Chauhan also said that from December this year, BSE will have the fastest response time for traders. “When you place an order on BSE, the response time is 10 milliseconds. We are in the process of changing our software and by the first week of 
December, the response time will come down to 200 microseconds, making it 50 times faster than earlier. This will be the fastest response time for any exchange in the country,” he added. 
    Meanwhile, speaking about BSE’s performance, he said it had clocked a turnover of Rs 570 crore last financial year and was expected to remain in a similar range this year too due to the slowdown in the market. He said bourses currently draws its entire revenues from the equity segment but in the next few years, segments such as derivatives, currency futures, mutual fund distribution via exchange and data sale too would contribute to its bottomline. 
    Speaking about the overall performance of the sensex, the BSE head said, “Over the last three-four years, stock market activities have slowed down. Internationally, the equities volumes are 80% lower than what they were at their peak in 2007, but in derivatives it has remained the same or gone up. We have seen similar trends in India too. However, in the last few days, we have seen the equities market improving. If the bullish trend continues, the performance of equities will improve.”

Ratan corporates' Tendulkar'


Praising industrialist Ratan Tata, Finance Minister P Chidambaram on Friday described him as the Sachin Tendulkar of corporate India. Chidambaram was speaking after honouring the Chairman Emeritus of the Tata Group with the first CII President's award for his contributions to industry and society.
With a large gathering of corporate leaders in attendance at the function in Mumbai even as the master blaster played his last test match at the nearby Wankhede Stadium, the Finance Minister said, “Ratan (Tata) is as big a draw as Sachin.“
Among those honouring the legendary entrepreneur were ONGC chief Sudhir Vasudeva, Kris Gopalakrishnan of Infosys, ITC's Y V Deveshwar, Azim Premji of Wipro, Rahul Bajaj, Adi Godrej and S Ramadorai of TCS.
Tata said he was humbled by the honour and recalled how late Prime Minister Rajiv Gandhi had appreciated the role of the Confederation of Indian Industry in transforming the country. Recalling his statement about not wanting to be taken out of Bombay House, the Tata Group headquarters, in a coffin as there is life beyond the boardroom the reason for his decision to retire at 75 Tata said he is happy he could meet his commitment to call it a day when he was in good health.
Stating that Tata was the most suitable candidate for the award, Chidambaram said it's a no-brainer that the jury chose the renowned industrialist as such an award can only be given to Tata.
“I admire Ratan for his frugality...I admire him for his few words, for creating millions of jobs in the country and thousands abroad...I admire Ratan for drawing a sand line between corporate management and control. Industrial houses should emulate what Ratan has established in his Group.“

Director of Birla Centre to get Einstein-Galilei award for his discovery that the universe is expanding which he predicted one year ago
Dr B G Sidharth, director, B M Birla Science Centre, Hyderabad has been awarded the 2013 Institute for Theoretical Physics and Advanced Mathematics EinsteinGalilei (IFM) award for this year for his discovery that the universe is expanding which he theoretically predicted one year before the observations.
Though the awards are for contributions to natural philosophy, the IFM Scientific Advisory Board went ahead to assign the 2013 award to Professor Burra Gautam Sidharth for his work. Professor Christian Corda, IFM chairman, said, “We requested the IFM scientific advisory board to assign the 2013 award to Prof.
Burra Gautam Sidharth,“ said Prof. Christian Corda, IFM Chairman. The award consists of an official IFM Diploma and a gold medal. The institution awards prestigious and meritorious scientists for their lifetime contributions to science. BG Sidharth has bagged the award for his paper titled, `Dark Energy: The energy primordial and transcendent'.
The paper was published in the year 1997, at the seventh Marcel Grossman Conference in Jerusalem. Back then it had received much adulation and acclaim from the science fraternity. It has now become the accepted model of study of the universe as we know it.
The paper suggested that the universe is accelerating slowly, driven by what is now called Dark Energy. But, until 1997 the ruling paradigm was the exact opposite of what his paper put forth.
In the paper Sidharth had confirmed with the help of mathematical calculations and physics, which was later confirmed by Perlmutter, Reiss and a few others. Subsequently, they were awarded with the Nobel Prize in 2010 for the observation. The mathematical model that he used was called the fluctuational cosmology.
The other awardees for 2013 are Prof. Douglas D Osheroff and Ad memoriam to the Former IFM Secretary Franco Pettini.

Kannadiga set to bag top US medical post


President Barack Obama plans to nominate Dr Vivek Hallegere Murthy, the Indian-American head of a doctors group that promotes his signature healthcare law to be the next US surgeon-general.
Murthy is a hospitalist at the Brigham and is co-founder and president of Doctors for America, a Washington DC-based group of 16,000 physicians and medical students that advocates for access to affordable, high quality health care. If confirmed by the Senate, Murthy will replace Regina Benjamin, who was appointed by Obama in 2009 and left her post last summer. The job focuses heavily on public health issues.
Murthy, whose family hails from Mandya in Karnataka, was appointed to the President's Advisory Group on Prevention, Health Promotion, and Integrative and Public Health in 2011.
The prevention group was created as part of the Affordable Care Act health reform law. His group, Doctors for America, was originally called Doctors for Obama and helped to campaign for Obama's election.

Pak pitches for Most Favoured Nation status for India

Pakistani trade delegation has pitched for Most Favoured Nation status for India. The delegation has also strongly advocated for a liberalised visa regime to boost bilateral trade.

The delegation led by President Federation of Pakistan Chambers of Commerce and Industry President Zubair Ahmed Malik is in New Delhi for participating in the India International Trade Fair. Speaking at a function by FICCI in New Delhi today, Malik called for pruning of the negative list. He said Pakistani bussiness community wants to see the trade flourish between the two countries. It can happen only when there is a free movement of people. He said, the visa regime should, therefore be eased by both the governments.

Speaking at the occasion, Joint Secretary in the Commerce Ministry Arvind Mehta said both sides have drawn a roadmap to move ahead and the dialogue process should not be stopped. He said there should be an uninterrupted and irreversible dialogue process. Non-discriminatory access should be given to Indian products.

Waheeda Rehman to receive first Centenary film award at IFFI


Veteran Bollywood actress Waheeda Rehman will be conferred Centenary Award for the Indian Film Personality of the Year 2013 at the International Film Festival of India in Goa on Wednesday. The award is being given in recognition of her immense contribution to the film industry. Rehman has been selected unanimously by a five-member jury.

Congratulating Ms Rehman, Information and Broadcasting Minister Manish Tewari today said the award has been instituted to mark 100 years of Indian Cinema. He said it would be an annual feature consisting of cash prize of ten lakh rupees and a citation.

First Integrated Checkpost along India-Bangladesh border inaugurated

The first Integrated Checkpost along- Agartala-Akhaura India-Bangladesh border was jointly inaugurated today by Home Minister Sushilkumar Shinde and his Bangladeshi counterpart Mohiuddin Khan Alamgir. Tripura Chief Minister Manik Sarkar was also present on the occasion.

Aimed at facilitating easier movement of goods and passengers across the border and promote better relations between India and Bangladesh, the Agartala -Akhaura Integrated Checkpost is the first of the seven Land Customs Border Stations being upgraded by the Land Port Authority of India along the 4096 km border. The Integrated Checkpost houses all regulatory agencies including Immigration, Customs and Border Security and constitutes a single complex equipped with state-of-art facilities with dedicated cargo and passenger terminals, ware-housing and banking. Trade between India and Bangladesh has improved significantly after India granted zero-customs and zero-quoto trade concessions to all Bangledeshi products except 25 items. Bangledshi exports to India hit a record of 562 million dollar during 2012-13.

Abdullah Yameen won Maldives Presidential Polls

Abdulla Yameen, the candidate of Progressive Party of Maldives on 16 November 2013 defeated the former premier, Mohammed Nasheed to win the Maldivian Presidential elections. Election Commission of Maldives announced the result of the election on 16 November 2013, in which Yameen defeated Mohamed Nasheed of Maldivian Democratic Party with a margin of six thousand votes. 

Yameen secured 51.39 percent (1 lakh 11 thousand) of votes, whereas Mohamed Nasheed received 48.61 (1 lakh 5 thousand votes). 45 foreign observers and 22 foreign monitors saw the transparency and credibility of the election. The winning candidate Abdullah Yameen will be sworn in as the President at a special seating of the Majlis, the Maldivian Parliament.

Bolt, Fraser-Pryce are IAAF athletes of the year

Jamaican sprinters Usain Bolt and Shelly-Ann Fraser-Pryce were chosen world athletes of the year by the International Association of Athletics Federation (IAAF) on Saturday.
Bolt received the IAAF award for the fifth time. Bolt won the 100, 200 and 4x100-meter relay at the world championships in Moscow last month. He won the same three races at the 2008 and 2012 Olympics and 2009 worlds.
Fraser-Pryce earned the award for the first time by regaining the 100 title at the worlds, and anchoring the victorious 4x100 women’s relay. She also had the year’s best 200 time.
Bolt finished ahead of British runner Mo Farah and high jumper Bohdan Bondarenko of Ukraine.
The other women’s nominees were world champion shot-putter Valerie Adams of New Zealand, and world hurdles champion Zuzana Hejnova of the Czech Republic.

India is world's coronary, diabetic capital,

India has earned the dubious distinction of becoming the world's capital of coronary heart disease and diabetes, says a wellness expert. 
Conducting a fitness workshop for journalists at Mumbai Press Club here, leading wellness expert Namita Jain said that several studies exposed the health hazards faced by stress-ridden Indian society. She was speaking on the occasion of 'World Diabetes Day' observed recently.
According to the World Congress of Cardiology, it is estimated that by 2020, heart diseases will be the cause of over 40 per cent deaths in India as compared to 24 per cent in 1990.
"World Health Organisation (WHO) estimates that nearly 200 million people all over the world suffer from diabetes and this number is likely to double in the coming years. In India, there are nearly 50 million diabetics," Jain said. According to the World Health Organization (WHO), 3.4 million people die of diabetes every year, and diabetes deaths are projected to increase by two thirds until 2030.
The enormity can be gauged from a recent report that states many heart patients are below the age of 30.
In a study of 350 heart attack patients conducted by a team of doctors, around 9.5 per cent of cases were below 40 years of age and 3 per cent below 30, she said.
According to the November 2009 issue of Harvard Men's Health Watch, as many as 10 per cent of all heart attacks in men occur before the age of 45.
Smoking was invariably a common factor in almost all the young patients. Apart from Smoking, sedentary lifestyle, obesity, stress, high-blood pressure, high cholesterol levels, diabetes, increasing age, family history are some other factors that increase chances of heart ailments.
Jain also touched upon a common problem experienced by many people - indigestion and acidity. This is due to bad eating and dietary habits, especially when we copy the West in
their eating patterns, whereas we in India have the most complete and wholesome meal - like Thali.

22nd Commonwealth Heads Of Government Meeting (CHOGM) began in Colombo, Sri Lanka


The 22nd Commonwealth Heads of Government Meeting, CHOGM began in Colombo, Sri Lanka on 15 November 2013. The Summit was inaugurated by Prince Charles of England, who is representing Queen Elizabeth at the Commonwealth Summit. The theme for CHOGM 2013 is Growth with Equity; Inclusive Development. 

The official symbol for CHOGM is Water lily flower. The logo symbolises the blue water lily (Nil Manel), the national flower of Sri Lanka. The multi coloured petals represent the diversity, liveliness and unity among different Commonwealth countries within a global perspective.

External Affairs Minister Salman Khurshid is represented the India in the 22nd Commonwealth Heads of Government Meeting (CHOGM). This year, CHOGM in Sri Lanka, the first time an Asian country is hosting the summit in 24 years. The last CHOGM Summit (in 2011) was held at Perth, Australia.

The Commonwealth Heads of Government Meeting (CHOGM) is held every two years to enable leaders of Commonwealth countries to come together to discuss global and Commonwealth issues, and to decide on collective policies and initiatives.

Every CHOGM is jointly organized by the host country and the Commonwealth Secretariat. These biennial meetings serve as the principal policy and decision-making forum to guide the strategic direction of the association.

Commonwealth leaders have been coming together for discussions since 1949, but the title Commonwealth Heads of Government Meeting was adopted during a session in Singapore in 1971. This specific classification was used to depict the gathering of both presidents and prime ministers in the event.

Previous CHOGMs have focused on a range of global issues, including international peace and security, democracy, climate change, multilateral trade issues, good governance, sustainable development, small states, debt management, education, environment, gender equality, health, human rights,information and communication technology, and youth affairs.

The theme of the 2011 CHOGM in Perth, Australia, was Building National Resilience, Building Global Resilience.

Leaders of member countries shape Commonwealth policies and priorities. Every two years, they meet to discuss issues affecting the Commonwealth and the wider world at the Commonwealth Heads of Government Meeting (CHOGM).
All members have an equal say regardless of size or economic stature. This ensures even the smallest member countries have a voice in shaping the Commonwealth.
The last two countries to join The Commonwealth - Rwanda and Mozambique - have no historical ties to the British Empire.Four countries - Nigeria, Zimbabwe, Fiji and Pakistan - have been suspended from the Commonwealth in the past.
The Gambian Government on 2 October 2013 announced that it is pulling out of the Commonwealth with immediate effect.  Gambian, a West African country joined the Commonwealth of Nations in 1965.
Mauritius will not host the next Commonwealth summit in 2015 as planned because of its boycott of this weekend's meeting in Sri Lanka, Prime Minister Navin Chandra Ramgoolam told British television.
