India to pay for Iran oil in Rupee, save $22 billion, cut CAD

The oil ministry hopes to shave off $22 billion (Rs 1,44,540 crore) from its import bill by paying for Iranian oil in rupees. 
“The Prime Minister has told us to save $25 billion (Rs 1,64,250 crore) from the oil import bill. As of today, we have already put together a plan to save $22 billion,” petroleum minister Veerappa Moily said, adding that the savings would amount to more than 1% of India’s GDP.
India plans to save over $8.5 billion in foreign exchange this fiscal by increasing crude oil imports from Iran, Oil Minister M. Veerappa Moily has told Prime Minister.
India, which paid about $144.29 billion last fiscal for importing oil, is renewing imports from Iran as unlike imports from other countries it pays the Persian Gulf nation in rupees.
Detailing plans to save $20 billion in foreign exchange spending, Mr. Moily on August 30 wrote to Prime Minister Manmohan Singh saying about 11 million tonnes of crude will be imported from Iran in the remainder of the fiscal.
“About 2 million tonnes crude oil has been imported from Iran so far during the current financial year. An additional import of 11 million tonnes during 2013-14 would result in reduction in forex outflow by $8.47 billion (considering the international price of crude oil at $105 per barrel),” he wrote.
Further, the ministries of petroleum, finance and external affairs have worked out a joint action plan to cut dollar-denominated oil imports and, instead, explore the possibility of paying other oil exporting nations either in rupees or in their local currencies.
“We are talking to Iraq and are in an advanced stage of talks with Iran on the matter,” a senior official said, identifying two of the countries.
This will provide a huge shot in the arm for India’s economy, which is staring at a potentially crippling oil import bill of more than $200 billion this year following the 20% depreciation in the rupee against the dollar and a possible spike in global crude prices if the US attacks Syria. India imported oil worth $170 billion last year.
The Indian crude basket (the various grades of crude that India imports from different countries) has already jumped 10% to more than $114 (Rs 7,490) per barrel. This could rise further to $120-130 (Rs7,884-8,541) per barrel in if the US does attack Syria. There is speculation that this attack may take place as early as next week.
Without the deal with Iran, such a scenario could debilitate India’s balance of payments situation and result in the already bloated current account deficit going completely out of control. Finance minister P Chidambaram has said he is confident of capping CAD at $70 billion or 4.8% of GDP.

During the last fiscal, India had imported 13.1 million tonnes of oil from Iran, down from 18.11 million tonnes of 2011-12.

India's forex reserves down $1.08 billion

India's foreign exchange (forex) reserves decreased by $1.08 billion to $277.72 billion for the week ended Aug 23, according to data released by the Reserve Bank of India (RBI).


The reserves had increased by $205.8 million to $278.80 billion for the week ended Aug 16. 

The foreign currency assets (FCA) - the biggest component of the forex reserves - fell by $1.07 billion to $250.48 billion, the weekly statistical supplement of the central bank showed. 

Delhi's per capita income highest in India

 Delhi's average per capita income, at more than Rs 2 lakh per year in 2012-13, is the highest in India, a official report said Saturday.


"The average per capita income in Delhi is nearly three times the estimate for the all India average. During the seven year period from 2005-06 to 2012-13, it grew at the rate of about seven percent per annum vis-a-vis around three percent for India," said the Delhi Human Development Report 2013. 

The report was released by Vice-President Hamid Ansari along with Delhi chief minister Sheila Dikshit at a function held here. 

"The sustained growth in per capita income has been associated with a reduction in poverty to single-digit figures to 9.9 percent in 2011-12 from approximately 13 percent in 2004-05," it added. 

According to the report, the tightening of the labour market has contributed to the lowering of poverty. 

During 1999-2000 to 2011-12, an additional 1.3 million people were added to Delhi's workforce taking the total figure to 5.56 million. 

Although, the rate of migration has stabilized in Delhi during the last decade, around 75,000 people still come to Delhi every year in search of a livelihood, said the report. 

"The city has absorbed the migrants rather well, with the migrants rating themselves better than the non-migrants in terms of several indicators of well-being," it said. 

While one third of the migrant population perceived that work opportunities in Delhi had improved over the last three years, two thirds of households considered their income to be stable.

  India’s direct tax collection rose 12% year-on-year in the five months to August but remained far below the projected growth target of 20% for the fiscal, offering policymakers only a temporary respite in times of deepening economic gloom. 
Collection from across the country totalled about . 140,000 crore until August 
29, according to data collated by the income tax department. Of this, corporate tax collection accounted for . 70,000 crore and income tax . 67,000 crore, the data showed.

Highest Rates Of Increase In Decades


    Higher education continues to be a mixed bag in the country. A countrywide education survey has found that the rate of attendance in the 20-24 age group (corresponding to graduation and above) has recorded the highest rates of growth in several decades. However, worryingly, the dropout rate has also kept pace. 
    The survey, which was carried out by the National Sample Survey Organisation in 2009-10, was released this month. 
    Compared to the 1991-2000 period, the past decade (2001-10) saw attendance rates for 
the higher age group increase by 71% for boys and 110% for girls in rural areas. In urban areas, the growth was 40% for boys and 45% for girls. Although the rise in percentage terms is a marked improvement over previous decades, the data shows that the picture remains dismal at the ground level. In 2009-10, the attendance rates were just 19% for boys and 8% for girls in rural areas; in urban areas, the corresponding figures were 33% and 24%, respectively. This state of higher education compares badly with those in the 5-14 age group, where 87% of boys and 84% of girls were attending school in rural areas, and 91% of all boys and girls in urban areas. 
    Various measures like mid-day meals, new curricula and better facilities have drawn children to schools, said eminent scientist Yashpal, former chairperson of the University Grants Commission (UGC). 
    However, in higher education, complex socio-economic conditions skew the growth rate in favour of female students. Most male students drop out because of the pressure to start earning a living.

Rural Areas Driving Edu Levels Higher 

    While economic pressures motivate young men to opt out of education at the earliest possible level in order to start earning, young women are increasingly pursuing higher education as it helps in marriage prospects and potential future employment. An earlier NSSO study had shown that women, despite higher education levels, are still not becoming part of the workforce. 
    “At the higher education level, we need to do away with rigidity, allow more freedom and innovation, and link the courses to life. Resources need to be pumped in on priority basis,” asserted Professor Yashpal, while explaining the persistent high dropout rates at 
higher levels. Prof Yashpal had headed a high-level committee on ‘renovation and rejuvenation’ of higher education, which submitted a detailed report in 2009. 
    Its battery of suggestions included increased funding for higher education and stricter regulation of private entities. The government is yet to act on the report. 
    While current attendance rates indicate a positive trend, existing educational levels of people 15 years old and above continue to be dismal. The traditional picture of educational levels — like a pyramid with avery wide base (of illiterates) tapering to a sharp point (of 
graduates) — is changing at the bottom but not much at the top. The proportion illiterates or those who have studied up to primary is going down but beyond that the pyramid continues to be sharply pointed. 
    In urban areas, about 15% of males and 11% of females are graduates or above. This is much higher than the rural areas where only 3.7% of males and a mere 1.6% of females have gone up to graduation or beyond. This is despite an explosion of private higher education institutions including universities in recent years. 
    What is even more alarming is that in 10 years between 1999-2000 and 2009-10, the graduate and above segment of the urban population declined by 5% among males although it increased by 10% among females. In rural areas, pent-up demand for education is still driving educational levels higher. The proportion of graduates and above went up by 78% among females but only 12% in males.

Renjith Maheswary’s Arjuna Award put on hold


Hours before he was to be presented the Arjuna Award, triple jumper Renjith Maheswary was told under dramatic circumstances that he will have to wait for the coveted honour till an inquiry on whether he had failed a dope test five years back.
It is learnt that Sports Authority of India officials have told Maheswary that he would not be receiving the award on Saturday and if he comes clean after an inquiry, he would be presented with it at a later date.

Dinesh K. Sarraf will be the new Chairman and Managing Director of Oil and Natural Gas Corp (ONGC), the nation's most profitable company. Sarraf, who is currently Managing Director of ONGC's overseas arm, ONGC Videsh Ltd, has been selected to replace Sudhir Vasudeva in February end next year. Government headhunter Public Enterprise Selection Board (PESB) selected Sarraf, who turns 56 next week, from among four candidates who appeared before it for interviews on 30th August.

On 28 August Brigalia Bam, former head of South Africa’s election body, received the prestigious Mahatma Gandhi International Award for Peace and Reconciliation her commitment to democracy.The award was created in 2003 to mark the centenary of a newspaper, Indian Opinion, published in South Africa by Gandhi. It was created in memory of Mahatma Gandhi who began his socio-political life in South Africa and struggled ceaselessly for justice and for peace and reconciliation.

IRCTC website would book over 7,000 tickets per minute

                                                    The upgradation of the IRCTC website is estimated to cost Rs 68.97 crore.
The IRCTC's website will book 7200 tickets e-tickets per minute in days to come. In written reply to a question in Rajya Sabha, on Friday, minister of state for railways Kotla Jaya Surya Prakash Reddy said 'next generation' e-ticketing system is under developement by Centre for Railway Information System (CRIS). 

The website would have high performance and seamless access even at peak time and have high availability and business continuity, scalability to cater to future growth and security to prevent frauds and unauthorized access. The estimated cost is Rs 68.97 crore.
